EVALUATING THE EFFICIENCY OF A PORT

ABSTRACT: A monetary economic appraisal for a port can only take account of entities that can be expressed in monetary terms. It cannot cater for the rather disparate nature of institutional, regulatory, managerial or operational frameworks involved in the management and the operation of a port or a terminal. Neither can it take account of the access to, the layout of and the cargo handling facilities existing in a port or terminal or the flows of commodities, vehicles, personnel and information. This “Non-Monetary Evaluation Methodology for Medium and Small Ports” is based on a systems approach and consists of a generic concern net (CN), generally referred to in the literature as ‘hierarchy of objectives’ or ‘value tree’. Variables express the performance of ‘objectives’. Criteria by means of which their performance is to be judged and preferences related to the objectives complete the methodology.
